Coronavirus (COVID-19) Updates

As a leadership organization, we want to do our best to assist with any potential spread of Coronavirus (COVID-19) and keep our Scouting family and community healthy. We are following the guidance of the Centers for Disease Control (CDC), Federal Guidelines, Texas State Department of Health, and the Council Risk Management/Medical Task Force.

Scout Meetings, Activities & Events

The Bay Area Council is slowly transitioning back to council in-person gatherings and activities. 
We have developed and are using a Risk Mitigation Plan (Safety Plan) for each activity to ensure we are including appropriate safety measures centered around wearing masks, social distancing and hand sanitizing as needed, when handwashing is not readily available. 
At council events, we are purposefully keeping our participant numbers low which is a critical part of our safety plan. It is unquestionably easier, and safer, to conduct an in-person gathering or activity with one den of six rather than trying to conduct a gathering or activity of the entire pack of 50.
As you consider in-person gatherings or activities, we strongly encourage you to develop a safety plan first. Share your plan with your chartered partner to get their approval before you conduct any in-person Scout gathering, activity or meeting. If you have already developed a plan and gotten it approved, please share it with the council. We will share it with other units so they don’t have to develop one from scratch.
Please review and utilize the documents below to develop your safety plan. Keep it simple and use it. A solid plan will help your Scouts stay safe.

Eagle Scouts

Effective January 1, 2021, all time extension request are to be submitted to the local council. These extensions are available only to youth members who qualify under the three tests listed in the revised Guide to Advancement (GTA) topics,,, and forms and from the 2021 edition of the GTA, which will be published early in the year. Advance copies of these topics and forms are also published at

Q: If youth have already received an extension, can they request additional time due to COVID-19?

Yes. Council Scout executives may grant extensions, or delegate authority to the Council Advancement Committee to grant extensions under the limitations listed above.

Q: What should be done while an extension request is being considered? 

Youth should continue to work on advancement in so far as they are able—e.g., independently, or over the phone or videoconference—and at Scouting activities once they resume.

Q: Are extensions required when an Eagle/Summit/Quartermaster board of review must be delayed?

No. Councils may grant Eagle/Summit/Quartermaster boards of review up to six months after the youth’s 18th/21st birthday.
